His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates, may God protect him, in his capacity as ruler of the Emirate of Dubai, enacted Law No. (11) of 2022 establishing the Rashid and Latifa Schools Corporation, with the aim of contributing to the rehabilitation of students from citizens and residents of the country who are enrolled in affiliated schools to the institution according to the latest educational curricula, and to prepare them for the academic levels required for admission to accredited universities within and outside the country.

The foundation also aims to improve the level of education in its affiliated schools, provide high quality schooling through the use of modern education systems and advanced curricula, and promote knowledge exchange in the scientific, cultural and social fields with local and international educational institutions. , and collaborate with them to take advantage of pedagogical and pedagogical methods.

The department’s competencies

The law stipulates that the Rashid and Latifa Schools Foundation, in order to achieve its objectives, has a number of tasks and powers, including: preparation and implementation of general education programs in all its stages until the end of the secondary phase, in accordance with education systems and curricula , approved by the state, and issuing degrees and certificates to students passing accredited degree programs, scientific collaboration, documenting and supporting educational, cultural, and social relationships with local and international educational institutions.

The Foundation is also concerned with attracting qualified professors with experience and specialization, to take over the teaching and training tasks in its affiliated schools and enter into agreements and memoranda of understanding with specialized education authorities inside and outside the Emirates, which contribute to raising the effectiveness of education in the schools affiliated with the fund provide high-level education, and the establishment and ownership of schools in the emirate and abroad, either alone or in partnership with the private sector.

Organizational structure

According to the law, the organizational structure of the Rashid and Latifa Schools Foundation consists of a board and an executive body, and the board consists of a chairman, a vice-chairman and a number of members with experience and competence, among others. the number of them is not less than five, including the President and his Deputy, appointed by a decision of the President-in-Office of the Council of the Emirate of Dubai, and the term of office of the Council is three years, subject to renewal.

The institution’s executive board consists of the managing director and a number of administrative, financial and technical staff, and the board is required to carry out the operational work of the institution, provide administrative and technical support to the council and follow up on the implementation of the decisions it has made. . The provisions of Act No. (8) of 2018 regarding the management of the Government of Dubai’s human resources and the decisions taken pursuant thereto, and the provisions of the Human Resources Affairs System approved by the Board of Rashid and the Latifa Schools Foundation in this regard apply for the teaching staff working at the schools affiliated with the Foundation.

The law defines the functions of the Foundation’s Board of Directors and the mechanism for appointing the CEO, appointed by a decision of the Chairman of the Executive Council of the Emirate of Dubai based on the recommendation of the Foundation’s Board of Directors, provided that he is responsible to the Board. tasks entrusted to him under this Act and the decisions taken pursuant thereto and the applicable law of the Emirate to ensure the achievement of the institution’s objectives and the fulfillment of its functions.

Solutions and transport

The law stipulates that all responsibilities and powers entrusted to the Knowledge and Human Development Authority in Dubai regarding the Rashid School for Boys and the Latifa School for Girls must be transferred to the Rashid and Latifa Schools Foundation. The two schools have all their rights and obligations, and all staff and faculty members working at Rashid School for Boys and Latifa School for Girls are transferred to the Foundation without prejudice to their acquired rights.

The Board of the Foundation shall take the necessary decisions to implement the provisions of this Act, and any text of any other legislation shall be repealed to the extent that it contravenes its provisions. This Act is published in the Official Gazette and must be enforced from the date of publication.
